ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. THE PREVENTION OF CRIME & DISORDER
a) Secure Premises: Our premises shall be equipped with an alarm system and a CCTV camera covering the entry point at the front door.
b) Restricted Access: Access to the premises will be limited to authorized personnel only. Any visitors, such as delivery drivers, will be supervised while on-site.
c) Age Verification Procedures: We will implement robust age verification processes for all online sales of alcohol. Customers will be required to verify their age at the point of purchase, and alcohol will only be delivered to individuals over 18 years of age. Delivery drivers will be instructed to check photo ID for proof of age upon delivery and refuse delivery if appropriate ID is not presented.
d) Employee Training: All staff involved in the sale and dispatch of alcohol will receive training on the legal responsibilities related to the sale of alcohol, including how to spot and prevent underage sales, proxy purchasing, and signs of intoxication. Regular refresher training will be provided, and a record of staff training will be maintained.
e) Communication with Local Authorities: We will maintain open communication with local police and licensing authorities, reporting any suspicious activity or incidents that may occur at or near the premises.
f) Prevention of Theft and Disorder: Alcohol stock will be stored securely in dedicated, restricted-access areas to minimize the risk of theft. A stock control system will be used to monitor inventory levels and detect any discrepancies.
2. PUBLIC SAFETY
a) Health and Safety Compliance: Our premises shall comply with all relevant health and safety regulations. We shall conduct regular risk assessments to identify potential hazards and ensure that appropriate control measures are in place.
b) Fire Safety: The premises shall be equipped with fire alarms, smoke detectors, and fire extinguishers, all of which will be regularly tested and maintained. Fire exits shall be clearly marked, kept unobstructed, and easily accessible at all times. A fire evacuation plan will be in place, and staff shall be trained on emergency procedures.
c) Premises Security: The premises shall be secured with alarm systems and CCTV, as well as appropriate lighting to deter unauthorised access, particularly during non-operational hours. Staff shall be trained in security protocols to ensure their own safety and that of the premises.
d) Safe Handling of Alcohol: Alcohol shall be stored safely, in designated storage areas with restricted access to prevent accidents and minimize the risk of theft. Appropriate shelving and storage methods shall be used to prevent falls or other safety hazards.
e) First Aid Provision: First aid equipment shall be available on-site, and selected staff members shall be trained in basic first aid to handle minor injuries or accidents that may occur on the premises.
f) COVID-19 and Hygiene Protocols: We will ensure compliance with any public health guidelines related to COVID-19 or other infectious diseases, maintaining a clean and hygienic working environment. Hand sanitizers will be available, and high-contact areas shall be regularly cleaned.
g) Staff Training: All employees shall receive training on public safety measures, including health and safety protocols, fire safety, and emergency evacuation procedures. Training records will be maintained and regularly updated.
3. PREVENTION OF PUBLIC NUISANCE
a) Noise Control: Our premises shall primarily be used for the storage and dispatch of alcohol, with minimal noise generated from day-to-day operations. We will ensure that all deliveries and collections take place during standard business hours (e.g., 8 am to 6 pm) to avoid causing any disruption to nearby residents or businesses. Noise from vehicles, equipment, or staff activity shall be kept to a minimum.
b) Waste Management: We shall implement an effective waste management plan to ensure that any waste, including packaging materials, is disposed of in a timely and responsible manner. Waste shall be stored securely on-site and collected regularly to prevent any build-up of rubbish or unpleasant odours. Recycling procedures shall be in place to reduce the environmental impact.
c) Light Pollution: External lighting for the premises shall be kept to the minimum
necessary for security purposes and shall be positioned to avoid causing disturbance to neighbouring properties. No lights shall be left on out of business hours.
d) Alcohol Deliveries: As an online business, all alcohol deliveries shall be made directly to the customer’s address. We shall ensure that delivery drivers are trained to follow respectful procedures when delivering to residential areas, avoiding unnecessary noise or disruption, particularly at unsociable hours.
e) Management of Delivery Vehicles: Delivery and supply vehicles shall be instructed to switch off their engines while waiting or unloading, and to avoid causing congestion in the local area. We shall aim to work with suppliers and couriers to minimize the impact of vehicle movements on the local community.
f) Communication with Neighbours: We shall maintain open communication with our neighbours and the local community. Should any concerns regarding noise or disturbance arise, we shall address them promptly and take appropriate steps to resolve the issue.
THE PROTECTION OF CHILDREN FROM HARM
a) Alcohol delivered to an address away from the licensed premises shall only be left with a person over the age of 18 years.-A check on the website that anyone purchasing alcohol is over the age of 18
b) The age of the purchaser is to be confirmed before the goods are handed over at the point of delivery.
c) Delivery drivers (or person making delivery) shall only accept, as proof of age, a valid passport, a valid photocard driving licence, a PASS approved card, HM Forces ID or other acceptable ID that has been approved by the Local Authority in the area where the alcohol is being delivered.
d) An age verification policy (Challenge 21 policy) shall be operated by delivery drivers (or person making delivery).
e) written or digital record of refusals (to leave alcohol at given address) shall be kept on the delivery vehicle and maintained, recording the address, date, time and reason for the refusal.
f) When we use a third-party courier to deliver alcohol the courier must provide an age verification service or check ID at the time of delivery. The courier must not allow minors to sign for or accept deliveries. The DPS or Premise Licence Holder shall, at the request of an authorised Officer of the Local Authority or Police, produce full details of the couriers used and the system they use to verify age.
g) No alcohol sold to the general public from our premises or a delivery van
h) The business website shall advertise that it operates a challenge 21 scheme, making it clear that customers shall be expected to prove their age before the delivery is made by showing the delivery driver one of the accepted forms of ID.
