ANNEXE 1 - MANDATORY CONDITIONS
Exhibition of films
The admission of children under the age of 18 to film exhibitions permitted under the terms of this licence shall be restricted in accordance with any recommendations made by the British Board of Film Classification, where the film has been classified by that Board.
Door Supervision
All persons employed at the premises to carry out a security activity must be authorised to carry out that activity by a licence granted under the Private Security Industry Act 2001 or entitled to carry out that activity by virtue of section 4 of that Act.
ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
PREVENTION OF CRIME & DISORDER
Door Supervisors
Where any person is employed on or about the Premises as a Door Supervisor the Premises Licence Holder shall maintain a register in a form approved by the Licensing Authority showing in respect of each period of duty of that person:-
(a) the name, date of birth, badge or licence number and residential address of that person;
(b) the time at which he commenced the period of duty, with a signed acknowledgement by that person;
(c) the time at which he finished the period of duty, with a signed acknowledgement by that person;
(d) any time during the period of duty when he was not on duty; and
(e) if that person is not an employee of the Premises Licence Holder, the name of the person by whom that person is employed, or through whom the services of that person were engaged.
The register shall be of hardback construction with consecutive numbered pages.
The register shall be kept by the Premises Licence Holder and shall be available for inspection by an authorised officer of the Licensing Authority or a Police Officer.
The Premises Licence Holder shall keep a log of all incidents that occur on the Premises.
Door supervisors shall be required to wear a reflective waistcoat to an approved standard.
The reflective waistcoats shall:-
1) be a specified colour
2) have the approved wording "SECURITY" on the front and rear and
3) have a clear plastic pocket to display the SIA badge securely in a prominent position.
Further details of the reflective waistcoat can be obtained from Cheshire Constabulary's Force Licensing Officer.
The number of Door Supervisors to be used at any event will be assessed by the Premises Licence Holder and Cheshire Constabulary. The number of Supervisors required at each event is to be stipulated in the Risk Assessment for that event.
Bag Checks
Door Supervisors will ensure that bag checks take place upon entry to the premises during any event taking place.
Drugs
The Premises Licence holder shall put in place a drugs policy for each event taking place at the premises. The Premises Licence holder or other nominated person shall then ensure that this drugs policy is complied with at all times when the premises are to be used for events. The policy shall be distributed to Cheshire Constabulary and the Licensing Authority at least 3 months before each event is to take place.
Incident Log
An incident book shall be kept for the duration of any event in which all incidents of crime and disorder shall be recorded. This book shall be made available to Cheshire Constbulary and the Licensing Authority.
PUBLIC SAFETY
Risk Assessment
There will be a clear Risk Assessment carried out and issued to the Licensing Authority, Environmental Health (Noise) Section and Cheshire Constabulary at least 2 months before any proposed event is to take place.
Site Management
The premises will be managed by a Designated Site Manager during any proposed events taking place.
PREVENTION OF PUBLIC NUISANCE
Noise
The Premises Licence Holder shall appoint a suitably qualified and experienced noise control consultant/engineer who shall be required to advise the Premises Licence Holder in managing the noise generated during licensed events and to liase with all relevant parties (i.e. Premises Licence Holder, Warrington Borough Council Environmental Protection, Residents/complainants, sound system engineer and performers) prior to and during the licensed events.
A suitable strategy to undertake noise measurements shall be agreed in advance of any event between the Premises Licence Holder and their noise control consultant/engineer and Warrington Borough Council Environmental Protection. This will include target noise levels, monitoring position locations and a process to manage noise where levels exceed the target levels. Within 28 days following an event, details shall be provided by to Warrington Borough Council Environmental Protection by the Premises Licence Holder of all noise complaints received by the event management, noise measurements undertaken during the events including date, time location, method, results and any resulting action taken to control noise.
Hourly decibel readings (noise disturbance) will be taken and recorded throughout the days and evening including outside nearby residential housing.
The music noise level shall not exceed 98dBLAeq (15 min) at the mixing desk or at a point 20m from the stage, whichever is closer.
Litter
During and post events, litter pickers will operate on site. A refuse/recycling area will be provided on site.
Notice to Residents
Local residents shall be notified 28 days before any event is to take place on the premise.
PROTECTION OF CHILDREN FROM HARM
During any large scale event, there will be a designated area for lost children.
