ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
THE PREVENTION OF CRIME & DISORDER
CCTV
A CCTV system will be installed, or the existing system maintained, such system to be fit for the purpose and to be to the reasonable satisfaction of the police.
The CCTV system shall be capable of producing immediate copies of recordings on site. Copies of recordings will either be recorded on good quality video tape or digitally on to CD/DVD or other equivalent medium.
Any recording will be retained and stored in a suitable and secure manner for a minimum of 14 days and shall be made available, subject to compliance with Data Protection legislation, to the police for inspection on request.
The precise positions of the cameras may be agreed, subject to compliance with Data Protection legislation, with the police from time to time.
The system will display, on any recording, the correct time and date of the recording.
The CCTV system will be maintained and fully operational throughout the hours that the premises are open for any licensable activity.
Kiosk
Between the hours of 2200 and 0600 each night the public will be excluded from the shop area of the premises and all sales will take place through a kiosk style window.
Refusals
All cashiers shall be instructed through training to enter in a refusal book (or electronic equivalent) details of any refusal to make a sale of alcohol to a customer. The refusal book (or log) shall be made available for inspection at the request of the Licensing Authority, Trading Standards Department or Police.
Staff/Training
A documented training scheme will be in place for all staff who may be in a position to sell alcohol. The scheme shall be made available for inspection at the request of the Licensing Authority, Trading Standards Department and the Police.
A record shall be maintained at the store of all those persons who are authorised to sell alcohol. This record shall be made available for inspection at the request of the Licensing Authority, Trading Standards Department and the Police.
All staff who may be involved in the sale of alcohol will be trained on relevant licensing laws and the licence holder’s alcohol sale procedures prior to being allowed to make a sale and such training will be refreshed at least every 6 months. A written record of such training will be maintained at the premises.
THE PREVENTION OF PUBLIC NUISANCE
Waste
Adequate waste receptacles for use by customers shall be provided in and immediately outside the premises.
Notices
Prominent, clear and legible notices must be displayed at all exits and in key areas, requesting the public to respect the needs of the local residents and to leave the premises and the area quietly and quickly.
THE PROTECTION OF CHILDREN FROM HARM
Challenge 21
The licence holder shall ensure that all cashiers are trained to ask any customer attempting to purchase alcohol, who appears to be under the age of 21 years (or older if the licence holder so elects) for evidence of age. This evidence shall be in the form of a passport, photographic driving licence, H.M.Forces warrant card or a PASS approved proof of age card. No other form of identification shall be accepted. All cashiers will be instructed, through training, that a sale shall not be made unless this evidence is produced. Prominent notices will be displayed in the store advising customers that they may be asked to provide evidence of age.
