ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
PREVENTION OF CRIME AND DISORDER
Supervision
A personal licence holder or the Designated Premises Supervisor shall be present on the premises when they are open for the sale of alcohol.
PREVENTION OF PUBLIC NUISANCE
Containers
No drinks shall be removed from the premises in open containers at any time.
Notices
Notices shall be displayed internally at exits and also in key areas, requesting the public to respect the needs of the local residents by keeping noise to a minimum when leaving the premises and the area, and to do so quickly and quietly. All such signs must be in a permanent form, prominently placed and legible,
Doors and windows
All doors and windows shall be kept closed (except to allow ingress and exit) when amplified or unamplified music or voices are being played within the premises.
Noise assessments
The premises licence holder or their representative shall conduct regular assessments of the noise coming from the premises and shall take steps to reduce the level of noise where it is likely to cause disturbance to local residents. A written record of those assessments and the remedial action taken shall be kept and shall include the date, time of checks and the name of the person carrying out the checks. Details of the remedial action will also be recorded.
Speakers
No external speakers shall be used outside the building.
Refuse collection
Refuse including bottles shall not be removed from the building for disposal between the hours of 23.00 and 07.00
Deliveries and collections
Deliveries, servicing and collections including waste collection shall not take place outside the following hours: 08.00 and 18.00 Monday to Friday and 08.00 and 16.00 on Saturdays, and not at all on Sundays, Bank Holidays and public holidays.
Noise-limiting device
The Premises shall be fitted with a noise-limiting device. The activation level of this device must be set and sealed by an officer of the Local Authority. When live or recorded music is played within the premises, the noise-limiting device must be used.
THE PROTECTION OF CHILDREN FORM HARM
'Challenge 21'
A 'challenge 21' policy shall be operated at the premises at all times.
The only forms of ID that should be accepted as proof of age are a valid passport, Photographic driving licence or a PASS approved proof of age card. No other form of identification shall be accepted. Publicity materials notifying customers of the operation of the 'challenge 21' scheme shall be displayed at the premises.
Register of Refusals
The Designated Premises Supervisor or Premises Licence Holder shall operate and maintain an up-to-date Register of Refusals of the Sale of Alcohol, indicating the date, time and reason for refusal which shall be made available for inspection by Trading Standards, Licensing Authority Officers and the Police. Alternatively an electronic point of sale refusals log shall be kept.
Training
A documented training scheme shall be introduced for all staff in a position to sell alcohol. The scheme shall be made available for inspection at the request of Trading Standards, Licensing Authority Officers and Police.
The DPS or Premises Licence Holder shall conduct quarterly reviews with all members of staff authorised to sell alcohol in order to reinforce the training and to promote best practice. A written record shall be kept of the content of such reviews.
