ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
THE PREVENTION OF CRIME & DISORDER
CCTV
The CCTV system shall comply with the enclosed Cheshire Constabulary Guidance Document including storage and access of the footage to the police for crime detection and prevention purposes.
Spirits
the sale of spirits shall be by counter service.
Open bottles
No open bottles or containers shall leave the premises.
THE PREVENTION OF PUBLIC NUISANCE
Notices
Notices shall be displayed internally at exits and also in key areas, requesting the public to respect the needs of the local residents by keeping noise to a minimum when leaving the premises and the area, to do so quickly and quietly. All such signs must be in a permanent form, prominently placed and legible.
THE PROTECTION OF CHILDREN FROM HARM
Challenge 25
A Challenge 25 policy shall be operated at the premises at all times. All staff shall check identification of all persons who appear to be less than 25 years old. This check shall be made by examining either a passport, photographic driving licence or a PASS approved proof of age card. No other form of identification shall be accepted. Publicity materials notifying customers of the operation of the Challenge 25 scheme shall be displayed at the premises.
Refusals Register
The Premises Licence holder shall operate and maintain an up-to-date Register of Refusals of Sale of Alcohol (electronic or written), indicating the date, time and reason for refusal which shall be made available for inspection by Trading Standards, Local Authority Licensing Officers and Police.
Training
A documented training scheme shall be introduced for all staff. The scheme shall be made available for inspection at the request of the Licensing Authority, Trading Standards Dept and Police.
The premises Licence holder/Designated Premises Supervisor (DPS) shall maintain a file (that shall be available for inspection by the Police or Officers authorised by Warrington Borough Council) at the shop premises for each person authorised to sell alcohol. The file shall contain all training records for that person.
Review
The Premises Licence holder/DPS shall conduct quarterly reviews with each person authorised to sell alcohol in order to reinforce the training and to promote best practice. A written record shall be made of the content of such reviews.
