• ANNEX 1 - MANDATORY CONDITIONS

   

  1.  No supply of alcohol may be made under the premises licence:

  ()       at a time when here is no designated premises supervisor in respect of the premises licence, or

  ()       at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.

   

  Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

   

   

  2.  (a) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol.

   

  (b) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.

   

   

• ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE

   

  THE PREVENTION OF CRIME & DISORDER

   

  Drugs and anti-social behaviour

  Anti social behaviour policy and drug policy shall be in force.

  Staff shall be trained in all aspects of the law regarding anti social behaviour and drugs policies.

  Notices explaining the anti social behaviour and drugs policies shall be displayed in all public areas.

   

  CCTV

  A CCTV system with date and time settings shall be in operation and shall be regularly checked to ensure that it is working properly.

  There shall be in place sufficient colour cameras to view activity from entrance and all public areas.

   

  The CCTV system shall comply with Cheshire Constabulary Operating Requirements standard images shall be made available on request for crime prevention and detection purposes.

   

  Spirits

  Spirits shall be by counter service only

   

   

  THE PREVENTION OF PUBLIC NUISANCE

   

  Drinks promotions

  No two for one or similar irresponsible drinks promotions.

   

  Notices

  The DPS shall display prominent, clear and legible notices at the exit requesting customers to respect the need of local residents and to leave the premises and the area quietly.

   

   

  THE PROTECTION OF CHILDREN FROM HARM

   

  Challenge 25

  A “Challenge 25” policy shall be operated at the premises at all times. All staff shall check identification of all persons who appear to be less than 25 years old. This check shall be made by examining either a valid passport, photographic driving licence or a PASS approved proof of age card. No other form of identification shall be accepted without the approval Trading Standards, Local Authority Licensing Officers and Police. Publicity materials notifying customers of the operation of the “Challenge 25” scheme shall be displayed at the premises.

   

  Register of refusals

  The Premises Licence Holder shall operate and maintain an up-to-date Register of Refusals of Sale of Alcohol (electronic or written), indicating the date, time and reason for refusal which shall be made available for inspection by Trading Standards, Local Authority Licensing Officers and Police.

   

   

  Sale of alcohol

  A personal licence holder or the Designated Premises Supervisor shall be present on the premises during the permitted hours for the retail sale of alcohol.

   

  Staff training

  A documented training scheme shall be introduced for all staff. The contents of that scheme shall be made available for inspection at the request of Trading Standards, Local Authority Licensing Officers and Police. The  Premises licence holder / DPS shall maintain a record at the premises for each person authorised to sell alcohol. The file shall contain all training records for that person.

   

  The premises licence holder / DPS shall conduct quarterly reviews with each person authorised to sell alcohol in order to reinforce the training and to promote best practice. A written record shall be made of the content of such reviews.
