ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
The prevention of crime and disorder
Security
The premises shall be secured with roller shutters when closed.
Spirits
Spirits to be by counter service only
CCTV
The premises shall be monitored by a total of 5 cameras, 4 inside and 1 outside the front of the premises.
The monitor shall be positioned behind the counter.
There shall be a CCTV system to a minimum standard as indicated on the plan.
The CCTV system shall comply with Cheshire Police Guidelines as attached; images to be made available to the Police on request for crime prevention and detection purposes.
Digital Recording CCTV systems record good images onto a computer
hard-drive. If such a system is installed it must incorporate a means of
transferring images from the hard-drive that can be used as evidence in
court. This can be achieved by transferring images to a Compact Recordable
Disk or Digital Versatile Disc (CD-R or DVD-R). CD-R and DVD-R are often
referred to as a WORM medium (Write Once Read Many).
The software required for viewing proprietary recorded formats must also be
made available to the investigating officer, together with the recorded
images so that the images can be played on a standard windows operating
system. It is therefore advisable that any replay software required is
automatically copied onto the WORM recording to enable correct viewing of
the file.
The prevention of public nuisance
Litter
A suitable waste bin shall be available for customers litter outside the premises.
The protection of children from harm
CHALLENGE 25
A 'challenge 25' policy shall be operated at the premises at all times. This
check shall be made by examining either a valid passport, photographic
driving licence, H.M. Forces ID card, or a PASS approves proof of age card.
No other form of identification shall be accepted without the approval of
Trading Standards, Local Authority Licensing Officers and the Police.
Publicity materials notifying customers of the operation of the 'Challenge
25' scheme shall be displayed at the premises.
The Premises Licence Holder/DPS shall operate and maintain an up-to-date
Register of Refusals of Sale of Alcohol (electronic or written), indicating
the date, time and reason for the refusal which shall be made available for
inspection by Trading Standards, Local Authority Licensing Officers and
Police.
TRAINING
A documented training scheme shall be introduced for all staff in a position
to sell alcohol. The content of the scheme shall be made available for
inspection at the request of Trading Standards, Local Authority Licensing
Officers and Police.
The Premises Licence Holder/DPS shall conduct quarterly reviews with each
person authorised to sell alcohol in order to reinforce the training and to
promote best practice. A written record shall be made of the content of such
reviews.
