ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
THE PREVENTION OF CRIME & DISORDER
Risk Assessment
The risk assessment shall take into account the number of customers that the management can safely control, including the ability of staff to pass through the premises when carrying out their varied duties.
Pubwatch
The Premises Licence holder or the Designated Premises Supervisor shall be an active member of the local Pubwatch scheme.
CCTV
A CCTV system shall be installed and maintained in the premises with a minimum 31 day retrieval of images - such images shall be made available to the Police on request for evidential purposes.
Door Security
Where any person is employed as a door supervisor or in a similar capacity, there shall be a hard backed daily register recording the Door Supervisors booking on and off duty including name and SIA badge number, time on and time off and any times they are not on duty in between.
There shall be a nominal register recording the name, date of birth, address, contact telephone number and SIA badge number and where they are employed via an agency, the details of that agency.
These document shall be made available for regular inspection by an authorised Officer of the Licensing Authority or a Police Officer at all reasonable times.
PREVENTION OF PUBLIC NUISANCE
Noise
All doors and windows shall be kept closed (except to allow ingress and exit) when any amplified or unamplified music or voices are being played within the premises.
The Premises Licence holder or their representative shall conduct regular assessments of the noise coming from the premises and shall take steps to reduce the level of noise where it is likely to cause disturbance to local residents. A written record of those assessments and the remedial action taken shall be kept and will include the date, time of the checks and the name of the person carrying out the checks. Details of the remedial action will also be recorded.
There shall be placed at all exits of the premises in a place where they can be seen and easily read by the public [or members and their guests] notices requiring customers to leave the premises quickly and quietly. This condition also extends to car parks where car radios and members of the public may cause disturbance to local residents.
No external speakers shall be used outside the building, this will include any beer garden or outside drinking area or car park.
Refuse, including bottles, shall not be removed from the building for disposal between the hours of 23.00 and 07.00.
No drinks shall be able to be taken outside from 22.00.
Admission
The last admission time shall be 01.30.
THE PREVENTION OF HARM TO CHILDREN
Proof of Age Schemes - Challenge 21
A challenge 21 policy shall be operated at the premises at all times.
There shall be in place for the premises a written policy that employees challenge all persons purchasing alcohol who appear to be under 21 years of age. The policy shall require any person who appears to be under the age of 21 years to produce ID. The only forms of ID that should be accepted as proof of age are a valid passport, photographic driving licence or a PASS approved proof of age card. No other form of identification shall be accepted.
Publicity materials notifying customers of the operation of the Challenge 21 scheme shall be displayed at the premises.
Refusals Log
The Designated Premises Supervisor (DPS) shall operate and maintain an up-to-date Register of Refusals of Sale of Alcohol, indicating the date, time and reason for refusal which shall be made available for inspection by the Trading Standards Dept and Police. Alternatively an electronic point of sale refusals log shall be kept.
Personal Licence holder
A Personal Licence holder or the DPS shall be present on the premises when they are open for trade.
Training
A documented training scheme shall be introduced for all staff. The scheme shall be made available for inspection at the request of the Licensing Authority, Trading Standards Dept and Police. Alternatively:
The DPS shall ensure that all persons authorised to sell alcohol have completed a recognised underage sales training programme which includes a written test to verify the competency of that person.
The DPS shall conduct quarterly reviews with all members of staff authorised to sell alcohol in order to reinforce the training and to promote best practice. A written record shall be made of the content of such reviews.
Children
No children shall be allowed into the premises from 19.00 Sunday to Saturday.
