ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
THE PREVENTION OF CRIME & DISORDER
CCTV
When CCTV is installed in the premises it shall comply with the Cheshire Constabulary Operational Guidelines for CCTV.
CCTV equipment shall be maintained in good working order in accordance with the manufacturer's instructions and shall be operational at all times when a licensable activity takes place on the premises.
A written record shall be kept of images that are recorded by CCTV and shall include details of the recording medium used, the time and date recording commenced and finished. The record shall identify the person responsible for the recording and shall be signed by him/her. Where the recording is on a removable medium(i.e videotape,compact disc,flash cards etc), a secure storage system to secure those recording mediums shall be provided.
The images recorded by the CCTV system shall be retained in unedited form for periods of not less than 31days
CCTV images shall be made available to the Police or an authorised officer on request for crime prevention/detection purposes. The Premise Licence holder or Designated Premise Supervisor (DPS) shall ensure that there are sufficeient staff trained on the premises who can download CCTV images at the time of a request to maximise the effectiveness of any Police enquiry to detect and prosecute offenders.
PREVENTION OF PUBLIC NUISANCE
Signage
There shall be prominent signage located throughout the store confirming the legal minimum age for the purchase of alcohol.
THE PROTECTION OF CHILDREN FROM HARM
Challenge 25
A “Challenge 25” policy shall be operated at the premises at all times. All staff shall check identification of all persons who appear to be less than 25 years old. This check shall be made by examining either a valid passport, photographic driving licence or a PASS approved proof of age card. No other form of identification shall be accepted without the approval of Trading Standards, Local Authority Licensing Officers and Police. Publicity materials notifying customers of the operation of the “Challenge 25” scheme shall be displayed at the premises.
Register of Refusals
The Premises Licence holder shall operate and maintain an up-to-date Register of Refusals of Sale of Alcohol (electronic or written), indicating the date, time and reason for refusal which shall be made available for inspection by Trading Standards, Local Authority Licensing Officers and Police.
Training Scheme
A documented training scheme shall be introduced for all staff. The contents of that scheme shall be made available for inspection at the request of Trading Standards, Local Authority Licensing Officers and Police. The Premises Licence holder/DPS shall maintain a record at the premises for each person authorised to sell alcohol. The file shall contain all training records for that person.
Reviews
The Premises Licence holder/DPS shall conduct quarterly reviews with each person authorised to sell alcohol in order to reinforce the training and to promote best practice. A written record shall be made of the content of such reviews.
