ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
PREVENTION OF CRIME & DISORDER
Pubwatch/Radio Scheme
The premises licence holder or their representative shall be an active member of the local pubwatch scheme and participate in the pubwatch radio scheme.
CCTV
When CCTV is installed in the premises it shall comply with the Cheshire Constabulary Operational Guidelines for CCTV.
CCTV equipment shall be maintained in good working order in accordance with the manufacturer’s instructions and shall be operational at all times when a licensable activity takes place on the premises.
A written record shall be kept of images that are recorded by CCTV and shall include details of the recording medium used, the time and date recording commenced and finished. The record shall identify the person responsible for the recording and shall be signed by him/her. Where the recording is on a removable medium (i.e. videotape, compact disc, flash card etc), a secure storage system to store those recording mediums shall be provided.
The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 31 days.
CCTV images shall be made available to the police or an authorised officer on request for crime prevention/detection purposes. The Premises Licence holder or Designated Premises Supervisor shall ensure that there are sufficient staff trained on the premises who can download CCTV images at the time of a request to maximise the effectiveness of any police enquiry to detect and prosecute offenders.
Door Supervisors
Where any Door Supervisors are used at the premises they shall be registered with the Security Industry Authority.
Where any person is employed on or about the Premises as a Door Supervisor the Premises Licence Holder shall maintain a register in a form approved by the Licensing Authority showing in respect of each period of duty of that person:-
the name, date of birth, badge or licence number and residential address of that person;
the time at which he commenced the period of duty, with a signed acknowledgement by that person;
the time at which he finished the period of duty, with a signed acknowledgement by that person;
any time during the period of duty when he was not on duty; and
if that person is not an employee of the Premises Licence Holder, the name of the person by whom that person is employed, or through whom the services of that person were engaged.
The register shall be of hardback construction with consecutive numbered pages.
The register shall be kept on the Premises at all times and shall be available for inspection by an authorised officer of the Licensing Authority or a Police Officer.
The Premises Licence Holder shall keep a log of all incidents that occur on the Premises.
Door supervisors shall be required to wear a reflective waistcoat to an approved standard.
The reflective waistcoats shall:-
1) be a specified colour
2) have the approved wording "SECURITY" on the front and rear and
3) have a clear plastic pocket to display the SIA badge securely in a prominent position.

Capacity
To provide seating minimum of 60% of the maximum agreed capacity. Capacity to be set following agreed risk assessment. Capacity between floors to be controlled by approved system.
Basement
When the basement is in use there shall be an approved system in place to monitor and supervise.
Soft Drinks
Non alcoholic beverages and water shall be available at all times the premises are open.
Search, drugs, weapons & dispersal policies
The Premises Licence holder shall provide a written search policy for drugs and weapons, together with a dispersal policy for the premises which shall be to the satisfaction of Cheshire Constabulary. The Premises Licence holder shall then ensure that these policies are complied with at all times when the premises are open to the public.
PUBLIC SAFETY
Containers
With the exception only of drinks which are available solely in glass bottles, the Premises Licence holder or designated Premises Supervisor shall ensure that no drinks shall be sold from a bar or by staff service or otherwise which are to be consumed in or on the premises other than in a container made from non-splintering plastic or shatterproof glass.
PROTECTION OF CHILDREN FROM HARM
Children
No children shall be allowed on the premises after 19.00hrs.
Proof of Age
Persons who appear to be under the age of 21 years shall be required to produce proof of age.
