ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
THE PREVENTION OF CRIME & DISORDER
CCTV
Where CCTV equipment is fitted, it shall be maintained in good working order in accordance with the manufacturer’s instructions and shall be operational at all times when a licensable activity takes place on the premises. A CCTV camera shall be installed at the locations indicated on the plan of the premises.
A written record shall be kept of images that are recorded by CCTV and shall include details of the recording medium used, the time and date recording commenced and finished. The record shall identify the person responsible for the recording and shall be signed by him/her. Where the recording is on a removable medium (i.e. videotape, compact disc, flash card etc), a secure storage system to store those recording mediums shall be provided.
The images recorded by the CCTV system shall be retained in unedited form for a period of at least 28 days.
CCTV images shall be made available to the police or an authorised officer on request for crime prevention/detection purposes. The Premises Licence holder or Designated Premises Supervisor shall ensure that there are sufficient staff trained on the premises who can download CCTV images at the time of a request to maximise the effectiveness of any police enquiry to detect and prosecute offenders.
Pubwatch
The Premises Licence Holder or their representative shall be an active member of the local Pubwatch Scheme.
Notices
There shall be displayed on the premises notices to warn members of the public visiting the premises of the incidence of crime, which may affect them. The notices shall be displayed in a position where they are clearly visable to members of the public.
Outside Area
The area of alcohol consumption outside area shall be suitably and adequately enclosed.
There shall be warning signs advising customers not to remove any alcohol in open containers from the designated drinking area and any customer found in possession of an alcoholic drink in an open container shall be barred from the premises for a period set by the Premises Lience Holder and DPS.
Tables, chairs and umbrelllas to be removed or secured when the area is not in use.
Plastic or toughened glassess shall be used.
PUBLIC SAFETY
Occupancy
There shall be a maximum occupancy of 220 persons.
THE PREVENTION OF PUBLIC NUISANCE
Noise
All doors and windows must be kept closed (except to allow ingress and exit) when any regulated entertainment is taking place, this shall include sporting events shown on television.
The Premises Licence Holder or their representative shall conduct regular assessments of the noise coming from the premises and shall take steps to reduce the level of noise where it is likely to cause disturbance to local residents. A written record of those assessments and the remedial action taken shall be kept and will include the date, time of the checks and the name of the person carrying out the checks. Details of the remedial action will also be recorded.
There shall be placed at all exits of the premises in a place where they can be seen and easily read by the public [or members and their guests] notices requiring customers to leave the premises quickly and quietly. This condition also extends to car parks where car radios and members of the public may cause distubance to local residents.
No external speakers shall be used outside the building; this shall include any outside drinking area or car park.
The use of any outside area shall cease at 22.00 except for use as a smoking area. No refreshaments shall be consumed in the outside area after 22.00 and the chairs shall be removed.
Staff shall be given adequate instruction to prevent them causing unnecessary noise when leaving the premises and Prominent, clear notices shall be displayed at all points where staff leave the building instructing them to respect the needs of local residents and leave the premises and the area quietly.
Refuse, including bottles, shall not be removed from the building for disposal between the hours of 23.00 and 07.00.
Arrangements shall be put in place to ensure that waste collection contractors do not collect refuse between 00.00 hours and 07.00 hours.
THE PROTECTION OF CHILDREN FROM HARM
Proof of Age Schemes - Challenge 21
There shall be in place for the premises a written policy that employees challenge all persons purchasing alcohol who appear to be under 21 years of age. That policy shall require any person who appears to be under the age of 21 years to produce a recognised proof of age card accredited under the Proof of Age Standards Scheme (PASS) or if a proof of age card is not available a photo driving licence, passport or accredited student card.
Persons who appear to be under the age of 21 years shall be required to produce proof of age by way of a recognised proof of age card accredited under the Proof of Age Standards Scheme (PASS) or if a proof of age card is not available a photo driving licence, passport or accredited student card.
All persons under the age of 18 shall be supervised by a responsible adult at all times.
All customers under the age of 18 shall leave the premises by 21.00 from the opening hour on the Tuesday after August Bank Holiday Monday until close of day on Good Friday. The remainder of the year shall be 20.00.
The designated outside area shall be monitored by staff to prevent any under age person consuming alcohol in the outside area.
