ANNEX 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
PREVENTION OF CRIME & DISORDER
Temporary Event Notices
The premises will not apply for Temporary Event Notices.
Admission
There shall be no admission to the premises after 3.00am.
The premises shall charge for admission after 1.00am with a discount offered for customers producing identification for the club scan scheme.
Dispersal Policy
The premises will advise customers to disperse through using the neighbouring marshalled taxi rank or the private hire firm, both on Bridge Street.
The premises will operate dispersal policy beyond 3.30am whereby:
At 3.45am customers will be advised by the DJ that there is 15 minutes remaining for licensable activities within the premises.
At 4.00am house lights will be phased up to persuade customers to depart.
At 4.00am music will be reduced to background level.
Staff will walk through the premises from 4.00am advising customers to prepare to leave quietly.
Seating
There shall be sufficient seating for all customers using the first floor and there shall be seating for at least 100 people on the ground floor.
CCTV
Where CCTV equipment is fitted, it shall be maintained in good working order in accordance with the manufacturer’s instructions and shall be operational at all times when a licensable activity takes place on the premises.
A written record shall be kept of images that are recorded by CCTV and shall include details of the recording medium used, the time and date recording commenced and finished. The record shall identify the person responsible for the recording and shall be signed by him/her. Where the recording is on a removable medium (i.e. videotape, compact disc, flash card etc), a secure storage system to store those recording mediums shall be provided.
The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 31 days.
Additional CCTV cameras shall be positioned to cover all areas including the fire escape.
The premises will ensure that on a Friday and Saturday nights the CCTV observation suite is manned from midnight until close.
The CCTV suite will be connected to the town centre link radio.
CCTV shall be installed and maintained within the public area of the toilets to the operating requirements of Cheshire Constabulary.
Door Supervisors
Where any Door Supervisors are used at the premises they shall be registered with the Security Industry Authority.
Where any person is employed on or about the Premises as a Door Supervisor the Premises Licence Holder shall maintain a register in a form approved by the Licensing Authority showing in respect of each period of duty of that person:-
the name, date of birth, badge or licence number and residential address of that person;
the time at which he commenced the period of duty, with a signed acknowledgement by that person;
the time at which he finished the period of duty, with a signed acknowledgement by that person;
any time during the period of duty when he was not on duty; and
If that person is not an employee of the Premises Licence Holder, the name of the person by whom that person is employed, or through whom the services of that person were engaged.
The register shall be of hardback construction with consecutive numbered pages.
The register shall be kept on the Premises at all times and shall be available for inspection by an authorised officer of the Licensing Authority or a Police Officer.
The Premises Licence Holder shall keep a log of all incidents that occur on the Premises.
In addition to the Premises Licence required Door Supervisors provision, further Door Supervisors must be:
At the bottom of the stairs leading to the first floor Bar area. This person must monitor entry and occupancy to first floor Bar and
Patrolling the first floor Bar area.
Where door supervisors are employed in security duties, they shall remain on the premises until all customers have left the premises.
Pubwatch/Support
The Premises Licence holder or their representative shall be an active member of the local pubwatch scheme and participate in the pubwatch radio scheme.
The premises will continue to support Warrington Pubwatch with a representative at every meeting.
The premises will continue to support Operation Arcangel and similar operations.
Drinks Promotions
There will be no drinks promotions offered within the premises after midnight.
Containers
The premises will only use toughened glassware.
Toilet Checks
The premises will ensure that checks of the toilet area are carried out every seven and half minutes in line with the current practice.
Collections
There will be regular floor walking by all members of bar staff and glass collectors to ensure observation of premises.
