ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. Crime and Disorder
a) Shall operate under strong management controls and implement an effective operational training plan to highlight to staff the details of the premise licence and the requirements to meet the four licensing objectives with particular attention to:-
1) No consumption of alcohol on the licensed premises area
2) No drunk or disorderly behaviour on the licensed premise area
3) Vigilance in preventing the use and sale of illegal drugs on the licensed premise area
4) No violent or anti-social behaviour
5) No harm to children
6) Install digital CCTV equipment inside and outside the premises and ensure that it is maintained and in working order
7) Ensure that the CCTV records 24 hours a day, 7 days a week. CCTV footage will be stored digitally up to 30 days
8) CCTV notices shall be displayed advising customers that CCTV is installed on the premises so that they are clearly visible to the public within the licensed premises
9) No alcohol to be sold or consumed on the licensed premise
10) Prevention and vigilance of the use of illegal drug use on the licensed premise
11) Adequate lighting shall be provided outside the licensed premises during the hours of darkness
12) Customer code of conduct displayed
13) Police utilisation of Hub for drop in public consultation sessions
2. Public Safety
1) All escape routes and exits, including external exits are maintained to ensure that they are not obstructed, in good order with non-slippery surfaces, free from trip hazards and clearly identified
2) Safety checks are carried out; and details of such checks are kept in a log book
3) Access for emergence vehicles is kept clear and free from obstruction
4) Adequate and appropriate supply of first aid equipment is available on the licensed premises including AED. Appropriate First Aid trained staff will be on site when public are present
5) All accidents/ adverse events recorded and reviewed on a monthly/quarterly basis
6) Ensure that LiveWire have the valid liability insurance in force and that a copy of the schedule is available for inspection by an authorised officer on request
7) Ensure that free drinking water is available at all times when the premise is open to the public
8) Ensure that staff on site monitor and record the number of patrons within the premises
9) When hosting 'Events' Cheshire Police and Warrington Borough Council's Environmental Health Section shall be informed 2 months in advance of the event
3. Prevention of Public Nuisance
1) Inform Local residents, High school and Busy Oto 5 nursery with 28 days’ notice of large scale events
Noise
2) Ensure doors and windows are kept closed (except for ingress and egress) to reduce noise nuisance from the premises at indoor events
3) Noise limiters to be fitted on amplification equipment in accordance with guidance with the council's environmental officers
4) Display predominate, clear and legible notices at all exits requesting customers to respect the needs of local residents and to leave the premises and the area quietly during events
5) Nominate a person to be responsible for monitoring noise levels during events and instruct that person to implement changes in noise levels in accordance with any request by an authorised officer of the Council immediately and ensure that volume is maintained at the reduced level
6) Ensure that no amplified sound (Including PA announcements) connected to events continue beyond the permitted hours of entertainment
7) Receptacles for waste are emptied on a regular basis
8) Provide adequate and suitable receptacles to receive store refuse from the premises
9) Litter is regularly cleared from the vicinity of the premises
4. Protection of Children from Harm
1) Not exhibit any films unless it has received a 'U', 'PG', '12a', "15' or '18' certificate from the British Board of Film Classification or the Local Authority
2) Where films are classified by the relevant film classification body LiveWire will make sure that children (persons under 18) are only admitted in accordance with the classification of the film
3) Where the admission to film performance is restricted by age a notice shall be displayed to the effect detailed below:-
